Google DeepMind and the Government of Singapore have introduced a new technology designed to protect mobile users from sophisticated scam attempts. Announced at Singapore International Cyber Week, the collaborative project demonstrates how public agencies and technology providers can work together to build safety tools for the public good.
The system runs locally on the user device to protect sensitive information without sacrificing battery life or privacy. When a manipulative conversation is detected, the software issues a real-time warning, advising individuals to pause before transferring funds or sharing private details.

To balance resource constraints with accuracy, the system employs a two-stage pipeline.
Stage 1: A lightweight classifier screens incoming messages using minimal power to catch potential threats.
Stage 2: A contextual evaluation powered by a fine-tuned Gemma model analyzes a larger snapshot of the conversation to confirm the threat or dismiss false alarms.
Governance and privacy
Development of the model followed strict governance and data protection protocols. Fine-tuning took place inside a sovereign sandbox managed within a secure Google Cloud Platform environment, which kept training data isolated. Training strictly excluded private or personally identifiable information. Instead, developers relied exclusively on anonymized datasets derived from scam reports and intelligence feeds. The resulting models were rigorously stress-tested against synthetic dialogues and local corpora to cover diverse scam categories.
This initiative highlights how messaging services can counter fraudulent activity directly on the device. By keeping computations local, chat interactions remain private and secure while ensuring user protection.
